Blotter measures 3.25" x 6.25" and advertises a real estate developer located in Jamaica Estates.  Jamaica Estates is part of Queens, NY - a part of NYC that has some very fancy homes.  Guessing 1930s.  The illustration, similar to a Rockwell, is not signed on this blotter, but an internet search shows that it is entitled The Bulls Eye, and is by the artist Raymond James Stuart.  Unused.
