VINTAGE INDIA HAND MADE BRASS & STEEL 11.5" MINI SWORD KNIFE & SHEATH, USED - VG

See photos for contents and condition.  This knife is previously owned and shows some wear.  There are several small, light scratches and spots.    From the end of the handle to the knife tip is 11.5 inches.  The handle is 3 1/4 inches long.   It weighs 149 grams.  I do not know its purpose.  It could be a letter opener.  The only markings are MADE IN INDIA and some writing in a language I do not understand.  The knife blade has an etched design on both sides.  It sticks to a magnet so probably steel.  The top of the brass handle looks like a horse head, but I am not sure.  There is a nut to tighten the blade connection to the handle.  The sheath is 9.5 inches long.  It appears to be made of wood covered by fabric with copper ends.  Some of the cloth and gold ribbon is frayed.
I do not know when it was made (possibly mid-century).  The blade is not very sharp.   I could not find another one like this for sale.  Any information about this knife would be appreciated.  Satisfaction guaranteed.
